Making St. Stephen's Church Building More Handicapped Accessible

The Pastor and Wardens commissioned an architect, Reg Nalezyty, to evaluate several options for making the building handicapped accessible and it was received in 2010. The full report has detailed costs. The designs were fitted for but not with an elevator and costs did not include the cost of the mechanical part of the elevator.

Highlights from Architectís Report

Requirement to Meet Codes

  • If any renovations were done, the existing church building would not need to be renovated to meet existing building codes.

  • If an addition were put on to the nave to increase seating, the number of toilets and exits would have to meet code.

Handicapped Washroom

  • $10,178 (2010)

  • It is proposed to make the Pastorís office a handicapped washroom, which puts a handicapped accessible washroom on the main floor of the church building.

  • As part of the same project, the 2 basement washrooms could be renovated to make 1 handicapped accessible washroom:

  • the basement washroom is underneath the Pastor's office, and its floor would have to be broken up in order to do the plumbing for the main floor washroom; and

  • it would be cheaper renovate the basement washroom as part of the same project than to renovate them in the future.

  • 2 toilets in the building would meet code if addition was put on nave.

  • Benefits of a main floor accessible washroom:

  • allow some parishioners to attend worship; and

  • could advertise that the building is partially accessible.

  • An issue is the coat rack presently at the back of the nave will have to be relocated.

  • Another issue is where to relocate Pastorís office to.

New Entrance

  • $29, 018 (2010)

  • It is proposed to rebuild the existing stairs, located on the northwest corner of church building

  • Fitted and wired for an elevator, mechanism can be put in as a separate project

  • Existing stairs do not meet building code

  • Benefits of a new entrance:

  • stairs would meet building code and be easier to use because they would be wider, at a shallower slope, and have more headroom than the existing stairs; and

  • ground level access for basement reduces stairs for those with difficulty walking, and makes it easier to bring stuff into basement.

Chancel Addition

  • $76,962 (2010)

  • It is proposed to build an addition located on north side of chancel, that would:

  • have a ground level entrance;

  • be fitted and wired for an elevator, mechanism can be put in as a separate project;

  • have a Rector's (Pastor's) office that would be large enough for him to interview people;

  • have a meeting room that could be used for Bible Studies, counselling, and small meetings;

  • have handicapped accessible washrooms;

  • have storage rooms; and

  • have the mechanical room.

  • The existing Pastor's office can be converted to a cloak room/crying room or a handicapped washroom. If it were made into a cloak room, he coat rack presently at the back of the nave would be removed and the space used for seating.

  • The Vestry Room would be used by fewer people, presently it is the main office and sacristy.

  • The existing mechanical room would be removed, making the Parish Hall larger.

  • The Meeting Room in the basement can be used for another purpose.

  • The addition does not decrease parking.

  • Benefits of a chancel addition are:

  • ground level access for basement which reduces stairs for those with difficulty walking. and makes it easier to bring stuff into basement; 

  • a second fire exit; and

  • more space to do ministry.

It was agreed to set the interim fund-raising target at $15,000 for the main floor and basement washrooms. The Property Committee would firm the estimate up at some point in the future. It was agreed that the fund-raising target would be adjusted annually to account for inflation. 

Donations for improving handicapped accessibility can be made to the Capital Fund.

These projects have not been approved by the Vestry, and the Vestry must approve a project for it to proceed. The intention is that a project would proceed when we are certain that it can be funded.
